PLAN COMMISSION MEETING
WEDNESDAY, MAY 14, 2003
Chairman Tom Lindblom called the meeting to order at 7 p.m.
ROLL CALL
Members present: Clarence Holdiman, Anne Lucietto, Brian Schillinger, Jack Jones, Ted
King, Andrew Kubala, Michael Crouch and Tom Lindblom
Members absent: Kerry Green, Bill Davis, Sandra Adams and Tom Mizel.
A quorum was established.

Chairman Tom Lindblom announced that Commissioner Jeff Baker resigned earlier in
the month. Commissioner Jack Jones spoke about the resignation of\Baker. He said
Baker has been an enormous benefit to the city in many ways. He was an alderman, had a
leadership role in the formation of the Riverfront Park, he heads the Hometown Days
festival, and was the campaign chairman for the mayor.
When someone this giving to the community resigns for personal and personnel issues
particularly with the city administrator then the city needs to examine the circumstances
and change or change the city administrator, Jones said.
MINUTES
Minutes from the April 9 meeting were approved.
PUBLIC HEARINGS
PC 2002-27 Fisher Property: Kimball Hill Homes, petitioners, request to annex and
rezone from Kendall County A-1 Agricultural to United City of Yorkville R-2 Planned
Unit Development. The real property consists of approximately 300 acres at the
northwest corner of Cannonball Trail and Faxon Road.

NEW BUSINESS
PC 2002-27 Fisher Property: Kimball Hill Homes, petitioners, request to annex and
rezone.
Commissioner Andrew Kubala said the lots in the neighboring Kylyn's Ridge
development are larger than what is shown in the Kimball Hill Homes proposal and he
wanted to see a similar lot width in the Kimball Hill Homes development.

Richard Young, director of land acquisition for Kimball Hill Homes, said he's not sure
what that lot width is.
Commissioner Anne Lucietto said the developers indicated at the last meeting that they
would try to match the lot widths.
City Planner Mike Schoppe said the land use is in conformance with the comprehensive
plan for R-2 zoning and the design standards are in compliance with the plan as well. He
said the city staff recommends approval of the request for annexation and R-2 zoning.
Commissioner Michael Crouch said he still wants to see wider lots on the portion of the
property along Cannonball Trail and it needs to be stated in whatever motions are made.
Kubala made a motion to recommend the annexation of the Fisher property to the city.
Lucietto seconded the motion. The motion was unanimously approved by roll call vote.
Clarence Holdiman, Anne Lucietto, Brian Schillinger, Jack Jones, Ted King, Michael
Crouch, Andrew Kubala and Tom Lindblom voted yes.
Kubala made a motion to place an R-2 zoning on the property and that the property
reflect a desire to have an increased lot width along Cannonball Trail that would have the
same lot width as the lots in Kylyn's Ridge. Lucietto seconded the motion. The motion
was unanimously approved by roll call vote. Lucietto, Schillinger, Jones, King, Crouch,
Kubala, Lindblom and Holdiman voted yes.
After the vote, Kubala made a comment about the landscape buffers along Faxon. He said
the he was under the impression that the buffers along Faxon Road would be more
effective to the residents of Kylyn's Ridge than what they are. He wondered if it might be
prudent to make the landscape buffer as effective as the landscape buffer as the one along
Cannonball Trail at Kylyn's Ridge.
Schillinger said he doesn't agree. He understands the taller buffer along Cannonball
because of the different nature of the subdivisions. But with these subdivisions, he said
he's not sure why they need to be separated.
He went on to question the right-in, right-out on Faxon. He suggested the developers t-
bone the entrance.
Young said there would be a much different streetscape with the development. There will
be greater visual relationships with the neighborhood.
Schoppe added that the intersection is a full four-way intersection. Crouch asked why the
T couldn't intersect with Faxon Road.
Mayor Art Prochaska said that Faxon Road is being realigned and eventually it will come
out on Route 47.

Eventually, plans are to alleviate the traffic on Cannonball Trail. Crouch said if that's the
goal then everything is being routed north of town. He asked what happens to people who
are going to town. Routing should promote going to Yorkville.
Schoppe indicated it would still be rather easy for people to get to Yorkville. Crouch said
he'd like for the city to look at the whole picture and not this development. Schoppe said
the realignment of Faxon Road has been looked at for many years and did not come up
just because of this development.
Lindblom said another concern is what will people who are circumventing Yorkville on
Cannonball Trail do. Schoppe, however, said he doesn't think the traffic pattern would
change.
Schillinger said the Plan Commission might have voted too early on straight zoning. He
said a PUD might be needed if Faxon is going to change and become a major collector
road. Bigger buffers may be needed along Faxon Road instead of having lots abut
immediately up to Faxon.
Young said ultimately the road would be a neighborhood collector. But, Schillinger said
it sounds like more than a neighborhood collector.
John Whitehouse with EEI said a traffic study would show what the ultimate traffic
pattern would be.
2. PC 2003-04 Caledonia: Inland Land Appreciation Fund, L.P., has filed an application
with the city requesting preliminary plat review for property consisting of approximately
85 acres located west of Route 47 and west and north of the Yorkville Business Center.
Schoppe said the petitioners elected to continue the request to the June meeting so that
they can revise plans as per comments from the city's staff.
City Attorney Dan Kramer offered some background information on the request. He said
that when the city hired Inland to help develop the Yorkville Business Park. At that time,
Inland thought it might be difficult to attract manufacturing to the entire parcel. They city
made an agreement with Inland that after 7 or 8 years if the land didn't attract industrial
users it could be used for residential. At the time, the city agreed to a density of four units
per acre.
Kubala made a motion to continue the request until June. Lucietto seconded the motion.
The motion was unanimously approved by roll call vote.
3. PC 2003-05 Heartland Circle: Richard Marker Associates, Inc., request final plat
approval.

Schoppe said the plans presented to the Plan Commission reflect comments made by city
staff in April.
Kubala made a motion to recommend approval of PC 2003-05 Heartland Circle pending
approval of the final review of the engineering plans. Lucietto seconded the motion. The
motion was unanimously approved by roll call vote. Schillinger, Jones, King, Crouch,
Kubala, Lindblom, Holdiman and Lucietto voted yes.
ADDITIONAL BUSINESS
Prochaska reported that Al Trotsky has been appointed to fill the seat of Jeff Baker but
was unable to attend the May 14 meeting.
The meeting adjourned at 8 p.m.
