Chairman Tom Lindblom called the meeting to order at 7 p.m.

A quorum was not established. The meeting was therefore continued to Nov. 12, 2003.

NEW BUSINESS
PC 2003-17 Dhuse Property Concept Plan
Because a concept plan does not require a vote from the Plan Commission, the
Commissioners decided to hear the plan.
Larry Vaupel with Wiseman-Hughes said the property covers 85 acres south of Windett
Ridge and the development would be an extension of Windett Ridge.
The developers plan to ask for straight R-2 zoning with no variances. All of the homes
would sit on lots at least 12,000 square feet in size. Density on the project would be 1.6
units per acre.
The site would include a 22-acre parcel for a school and park when combined with an
existing 7-acre park. Vaupel said the Yorkville School District has asked for an
elementary school in the area and would need 12 acres. He said the developer's
obligation is for 15 acres— 8 to the school district and 7 for parks. He added there are still
some logistics to work out with the school board and park district.
Also, in compliance with the city's comprehensive plan,the development would include
a collector road connecting to Route 126. In addition, a 24-inch sanitary main would be
extended to Caton Farm Road, Vaupel said.
City Planner Mike Schoppe said there are 16 lots planned on a cul-de-sac in the
development. The cul-de-sac would be longer than the city's preferred 600 feet. He said
Plan Commission members would need to discuss their comfort level with that. He added
the city has approved some cul-de-sacs longer than that. Schoppe also said that because
of where the cul-de-sac is located, he anticipates the city's staff would give its approval.

Also, Schoppe said that now that the sanitary sewer lines are being extended, he
envisions the suburban section of the comprehensive plan extending farther south into the
area currently marked estate.
Commission Chairman Tom Lindblom asked if the comprehensive plan should be
reviewed and revised now that the sanitary sewer system is being extended.
Mayor Art Prochaska said in the past as designations in the comprehensive plan have
changed,that has been recognized in the process. He also said they will need to go
though the necessary phases to revise the plan.
The concept plan was moved forward. City Attorney Kelly Kramer said there is no need
for the developers to return to the Plan Commission for the concept plan.
The meeting adjourned at 7:30 p.m.
