t • r r YORKVILLE PLAN COMMISSION UNITED CITY OF YORKVILLE MINUTES OF MARCH 8, 2000 1 J The March meeting of the Yorkville Plan Commission was called to order by Chairman Tom Lindblom at 7:00 PM. Roll Call: Members Present: Tom Lindblom Brian Schillinger Anne Lucietto Jack Jones Tom Mizel Clarence Holdiman Joe Besco Jeff Baker Janet Reaves Andrew Kubala Bob Wenman Art Prochaska Rich Sticka Mike Schoppe Joe Wywrot A list of guests present is attached to the City permanent record of minutes. MINUTES Mr. Kubala motioned and Mr. Baker seconded to approve the minutes of February 9 2000 as presented. On a voice vote all members present voting aye. Chairman Lindblom gave the oath to those who wished to speak at the Public Hearing. Public Hearings Public Hearing PC 99-09 Barry Niles, Foxfield H Request for Annexation & Rezoning Mr. Niles submitted his plan stating this is the same plan that he had submitted for Concept,just more defined showing seven lots with the smallest being 14,100 square feet and the largest being 29,100 square feet. The property site will basically be the same as it is now except a T turn-around will be a cul de sac at the dead-end of Teri Lane. He has moved the water line slightly to follow a lot line, and there will be an easement for water access given to Richard Marker, who is the developer of the Heartland Subdivision to the north. Elizabeth Taus asked if Mr. Niles planned to build homes on these lots himself or sell them. Mr. Niles stated he has already had interested parties for purchasing, and will sell the lots. Covenants will be pretty much the same as they are in Foxfield I, except for the barn (approximately 40'x 50')which is on the far north easterly lot. That will stay and Mr. Niles will retain ownership of that lot. Mr. Baker motioned and Mr. Holdiman seconded to adjourn this portion of the public hearing. On a voice vote all members present voted Vie. Motion carried 11-0. Page 2-Plan Commission of 3/8/2000 Chairman Lindblom stated he had received a copy of a letter that had been received by the City Council members regarding the quality of life. If any Commission members wish to read it, please let him know. Public Hearing Public Hearing PC 2000-02 Trinity Church-United Methodist Request to rezone Attorney, Tom Grant on behalf of the petitioners stated that the Church bought this property about two years ago with the intentions of building a church& parsonage, and possibly a school and wish to rezone from Agricultural to R-1 Single Family zoning. The property to the east and west is residential and to the northwest business and manufacturing. Mr. Wenman motioned and Mr. Baker seconded to adjourn this portion of the public hearing. On a voice vote all members present voted aye. Motion carried 11-0. Chairman Lindblom stated, "that concludes the public hearings for this meeting." OLD BUSINESS PC 99-09 Barry Niles, Foxfield H Request for Annexation, REzoning & Preliminary Plan Approval Mr. Schoppe, Planning Consultant for the City of Yorkville stated he has reviewed this development plan and it meets the guidelines of the City's Comprehensive Plan, and the lots sizes are of an acceptable size. With this size development, there are not many options. Mr. Niles has agreed that his Park Department's Land Cash will be all cash. Mr. Schoppe recommends approval. Mr. Wenman motioned and Mr. Kubala seconded to approve the annexation subject to an Annexation Agreement with the City of Yorkville. On a roll call vote 9 members present voting gye. Lucietto and Wenman abstaining. Motion carried 9-0. Mr. Jones motioned and Mr. Baker seconded to approve the rezoning from Kendall County "A" to City of Yorkville R-2 Single Family for PC 99-09 Foxfield II. On a roll call vote 9 members present voting aye. Lucietto and Wenman abstaining;. Motion carried 9-0. Mr. Baker motioned and Mr. Schillinger seconded to approve the Preliminary Plan for PC 99-09, Foxfield II On a roll call vote 9 members present voting aye. Lucietto and Wenman abstaining. Motion carried 9-0. Page 3-Plan Commission of 3/8/2000 PC 2000-02 Trinity Church-United Methodist Request to rezone Mr. Schoppe stated the use on this parcel is compatible to the surrounding area and is perfect for this site. This use is a permitted use in R-1. Mr. Wenman motioned and Mr. Schillinger seconded to approve rezoning PC 2000-02. On a roll call vote 10 members present voting aye. Lucietto abstaining. Motion carried 10-0. Mayor Prochaska announced a joint workshop for the City Council and each of the City's Boards and Commissions. This will be regarding legalities, and the duties of each board and commission. Announcements will be sent to each member. Additionally, Mayor Prochaska announced the upcoming Open House for the new City Hall& Police Station to be held at City Hall on April 30, 2000 between 1:OOP.M. and 4:00 P.M. Adjourned 7:30 P.M.
