Integrated Transportation Plan Minutes 2009 12-15-09 United City of Yorkville 800 Game Farm Road Yorkville, Illinois 60560 Telephone: 630-553-4350 Fax: 630-553-7575 Meeting Summary INTEGRATED TRANSPORTATION PLAN IMPLEMENTATION TASK FORCE Tuesday, December 15, 2009 5:00 – 6:00 PM City Hall Council Chambers 800 Game Farm Road Attendees: Gary Golinski, Wally Werderich, Deborah Horaz, Phil Stuepfert, Bart Olson, Laura Schraw, Travis Miller The Task Force reviewed the attached December 9, 2009 memo prepared by Laura Schraw which reported on some questions requested by the Task Force at the November meeting regarding ITP High Priority Goals 1-10. The Task Force agreed that discussions with property owners where easements are necessary be ensued for Goal #3. Phil advised that the existing trees along East Main Street be evaluated as part of the recommendation for Goal #10. Laura updated the Task Force on the latest discussions with Jason Pettit at the Forest Preserve. The estimated cost of the trail extension from the Hoover trail to connect to River’s Edge is $10,000. The City’s grant writers are exploring options to see if this extension is/or could be included in the current Forest Preserve’s grant award. The Task Force reviewed High Priority Goals #11-21 - #11 The design for Riverfront Park and the Clark property should occur first, then an appropriate crossing location can be determined. It wasn’t felt that a feasibility study would be appropriate until more decisions are made on these designs. - #12 This goal should is on hold pending redevelopment plans and private investment occurs along the riverfront in these areas. - #13 The Task Force discussed an appropriate width for shoulders and agreed 5’ would be ideal, however, 3’ would be sufficient. 3’ of shoulder currently exists east of the proposed Kendallwood Estates development to IL 71. The Task Force agreed that it would not be appropriate to sign or paint the shoulders as bike lanes until a connection is made from downtown to the Kendallwood Estates development. It was mentioned that the Van Emmon/IL 71 intersection improvements will include pedestrian crossings and signals when constructed. Laura will confirm the estimated construction schedule for this improvement with City Engineer Wywrot. - #14 The Task Forced suggested that the restaurant owner near IL 47/IL 126 (west) be contacted to begin discussions regarding the necessary easement for the trail to cross this property – from IL 47 right-of-way to S. Main Street. Laura will work with City Engineer Wywrot on verifying the street width and traffic counts to ensure an on-street trail is appropriate for this street. - #15 The Task Force suggested that discussions with the School District be started to determine alignment and easement location and practicality for the trail from Orange Street to Heustis Street. Travis explained that the District is interested in completing a recapture agreement for sanitary sewer improvements oversized by the District when the Intermediate School was constructed in the same vicinity as the proposed trail alignment, perhaps the two items could be negotiated simultaneously. - #16 The Task Force recommended considering the south side of Fox be considered for the trail alignment due to the north side being more developed than the north side (White Oak and River’s Edge). - #17 CMAQ grants were not awarded to UCOY in 2009. This segment should be included in future grant applications or rely on private development along this corridor – whichever occurs first. - #18 ITEP grant award still pending approval. Re-apply as necessary or seek other grant opportunities. - #19 The IL 47 improvements by IDOT will include a trail along IL71 to the Forest Preserve property. The segment from the Forest Preserve to the fairgrounds should be discussed with the County as a potential intergovernmental opportunity. - #20 This trail alignment should be implemented following trail/shoulder improvements to Van Emmon. Discussions with the Forest Preserve should be ongoing, however, no need to make improvements until there is a system connecting to it. The Task Force discussed the option of meeting less frequently, perhaps every-other month. Laura requested to continue meeting monthly for now in order for the conversation and momentum to continue. Laura suggested at the next meeting(s) to provide an update to the Task Force on the Safe Routes to School program (program funding sidewalk improvements in the downtown area) as well as other ongoing trail improvement projects underway. Alderman Werderich suggested the Task Force consider and discuss the concept of a trail bank as a source of revenue to implement some of the proposed projects in the ITP. The concept being builders/developers of property where sidewalk/trail are not appropriate, then a cash contribution in the amount that a sidewalk would have cost be required by the City, similar to the Land-Cash ordinance or the wetland bank requirement in the Wetland Ordinance. The Task Force agreed to continue discussion of this concept and to formulate a recommendation. 5:00 PM Tuesday January 19, 2010 Next Meeting Date: Memorandum To: ITP Task Force Committee From: Laura Schraw, City Park Designer CC: Travis Miller, Community Development Director Date: December 9, 2009 Subject: High Priority #1-10 Follow up The high priority items #1-10 were discussed at the November 17, 2009 ITP Task Force meeting. Follow up information is provided below. #1 Route 47 In our grant meeting on Tuesday, it was confirmed with Laura Ross Stuart and Mark Yergler (our grant writers) that they would complete any future application for CMAQ grants. They are going to check with the person in charge of those grants to determine why Yorkville did not receive any funding. #2 Kennedy Road Same as above regarding CMAQ grants. Staff has contacted an engineering firm that did work on the easement acquisition for one of the two private properties that the trail would have to cross near Autumn Creek, and the other property owner has been contacted regarding acquiring an easement. #3 Cannonball Trail (Route 47 to US 34) A map is provided indicating the private property owners where an easement is needed for the trail. It also shows existing trail and existing easements. #4 Cannonball Trail (US 34 to Carly Circle) The Engineering Department checked the road width along this section of Cannonball Trail. The ROW if 80 feet wide and the roadway is 39’ back of curb to back of curb (B-B). Sidewalk exists or will be constructed along both sides of the road as homes are built. Existing sidewalk is in good condition. It was discussed that we could prohibit parking and since it is a wider road, that the on-road trail would be appropriate. Joe Wywrot did state though that the large ROW would allow trail to be constructed in the parkway, which should be considered for future trail grant applications (removal of sidewalk and replacement with trail). Recommendation: Do not stripe road until a trail connection is provided. At this time, spending $7,302 to stripe the road does not seem to be necessary. At the time of a grant application, it should most likely include removal of sidewalk and replacement with trail to connect to an existing off-road trail system. #5 Blackberry Woods Trail (south side of subdivision) It was suggested to avoid acquiring a trail easement from the PNA, and that the Beecher Road extension will come with future development, but we can look into getting an easement to complete the trail prior to the road development. #6 US 34 Same as #1 regarding CMAQ grants. #7 Blackberry Creek Trail and Bridge No follow up at this time. #8 Game Farm Road/Somonauk Street (34 to 47) Project is scheduled to begin construction in 2011. #9 Somonauk Street (IL Route 47 to McHugh Road) After our discussion with Joe Wywrot, he had the road widths verified. Somonauk Street has a 28’ B-B road width. The ROW if 66 feet, except near Route 47 where it narrows to 60 feet. Sidewalk exists on both sides of the road and is in good condition. Spring Street was also discussed as a potential location for an on-road trail. It is 30’ B-B from Route 47 to Liberty, and 36’ B-B from Liberty to McHugh. Where sidewalk exists it is in good condition. There is no sidewalk o the north side of the street from Route 47 to Liberty. Recommendation: Due to the narrow road width, Somonauk Street should not be pursued for an on-road trail. There is potential for an on-road trail to be located from Liberty to McHugh on Spring Street, but not continuous to Route 47. #10 East Main Street (Route 47 to McHugh Road) The Engineering Department verified the condition of this road. There is no curb from Route 47 to a point near Sanders Court. From Sanders Court to McHugh there is curb on the north side only. The roadway is about 29 feet wide from Route 47 to McHugh. The ROW width is 66 feet from Route 47 to McHugh. Sidewalk is in fair condition on both sides. There is a 400 foot stretch on the south side near McHugh where sidewalk does not exist. Recommendation: Suggest replacing sidewalk with trail on the south side of Main Street. Other items: #21 McHugh Road (South of US 34) The ROW width varies, but is generally around 80 feet wide except in the stretch between the two entrances to the Heartland subdivision, where it is 60 feet wide. There is no sidewalk on the west side of the road. On the east side, there is only sidewalk north of Farmstead Drive and south of Marketplace Drive. Also, Laura Ross Stuart and Mark Yergler said that all of the grant money was not awarded for ITEP and that our grant for the ComED trail is still eligible for funding. The press release that came out in September was for stimulus funds, so our project could potentially still be funded.
