Priority of projects—timing dependent on development timing 2. Beecher Extension would be great to relieve Route 47 3. Need detail for all arterial proposed routes a. Beecher north of 34 b. River Crossing 4. Align routes in cooperation with surrounding communities 5. Roads first to lead development or development to lead roads?Ex. 1-88 6. Roads—relationship to land uses can be planned to control sprawl 7. Identify major routes and plan for them to avoid rural routes from becoming major(bring more intense land uses where they may not be appropriate) 8. Countryside crossing important due to only"east side"crossing proposed 9. Bike trails also need to cross river and should be consistent with road/thoroughfare plan 10. Identify potential where existing R.O.W.'s exist for River crossing for trial system (downtown)utilize islands 11. For future development projects—access to proposed roads—limiting access points/ control access points(access management) a. Development to define ROW least intrusive to environment and tree canopy mature 12. Prairie Parkway funding options? Allow for ROW now and construction later? 13. Plan for local traffic to be able to avoid State/major routes to alleviate congestion a. Internal roads/connections between developments b. Need to educate public on this strategy Water 1. Comprehensive Water Conservation Plan/Planning a. Education outreach b. Cooperation with YBSD c. Effluent water used for irrigation for commercial properties(irrigation) a. Truck or pipe to areas such as parks(effluent water) 2. Encourage systems that utilize rain water resources to reduce demand on public systems (i.e. rain barrels, cisterns) for commercial uses (big box roofs) 3. Native species should be required/encouraged 4. Use gray water for irrigation 5. Use"retention"vs. "detention"so it can be used for irrigation uses i Sewer 1. Continue reduce infiltration of storm water into sanitary sewer 2. Infiltration and Inflow reduction this cost should be passed on to future development community Group 2 1. North/South Routes are High Priority—Route 47 &Route 34 are at the Heart of the County. Need to improve these routes a. Need to begin initiative between county, state and city to get funding b. City needs to take responsibility for funding("bull by the horns") c. Types of funding—sales tax for specific projects to get a portion of the funding as an incentive for the State to do improvements 2. Increase job base and quality of jobs in the area, so people aren't commuting out of town to work 3. Commuter rail station a. When? b. Route 47 Location 4. Alternate means of transportation a. Paved Bike trials b. Trail system to link to commercial, retail and recreational land use 5. Focus on"blended"mixed use developments in which can walk/bike to retail, commercial, etc. land uses 6. Non linking sidewalks—don't go anywhere 7. Beginning to see traffic coming in to the community from other municipalities for commercial, etc. 8. Should reconsideration be given to Countryside extension bridge(did have a higher cost/benefit ratio in the study) 9. Need to take some initiative/responsibility for funding a. Need to find alternate sources of funding such as sales tax, gasoline tax, etc. b. Sugar Grove, IL doing roadway improvements via sales tax inacted by Kane County c. Does Kendall County have this ability? 10. Need to improve roadways to increase economic development 11. Need support for Yorkville in state legislature to aid funding/help if not getting help then need to find alternative sources 12. "Green Infrastructure" a. Require native landscaping material to reduce environmental burden b. Current ordinance requirements are not promoting sustainable environment and native plantings c. Promote rural character d. Improve air quality e. Need Education for the Public Group 3 Transportation 1. Get traffic off of Route 47 (Bridge) 2. Contact east/west Dundee—see how traffic moves through downtown (route 72 &Route 31) 3. Do we need all proposed bridges? 4. Best use new bridges—Orchard and Eldamain 5. Connect Penman to Minkler/Orchard and 4 lane at Canton Farm 6. Preserve corridor a. Do early studies—ID centerlines to preserve(i.e. Eldamain and Prairie Parkway) 7. Rail/Public Transportation a. Locate near RR crossing/FE Wheaton—need population base near b. Sidewalk/Pedestrian Walkways—need to include in plan, combine with water/sewer replacement/improvements Water 1. No "all eggs in one basket'—Keep options open 2. No public money for water recreation(i.e. pool) 3. Education on Water Conservation a. Signage to indicate water regulations—odd/even days b. Enforcement/fines c. Tell people there 50%water usage from irrigation Sanitary Sewer 1. Develop criteria/plan for on-going maintenance(no sinkholes i.e. Ravenwood) 2. Reduce/Eliminate Infiltration and Inflow 3. More Gravity Feed a. Especially when the 2 districts could serve location b. Follow topography 4. How far Planning Boundaries—limited on sanitary and gravity feed 5. Plan grow to occur close to center—existing location of facilities Group 4 1. Use gray water and effluent as irrigation and street cleaning water 2. Reduction of interior water use decreases amount of water we use and reduces the amount of waste water that has to be cleaned in our sewage treatment plants. 3. It takes 5 to 7 years to get from the start of planning to actually having an operating sewage treatment plant(expansion) 4. We need to keep a regional perspective for our water supply 5. We should do planning an take courses of action that maximize our options in the future 6. We shouldn't allow septic tanks and small scale waste water treatment 7. Discussion of SSA and their use in funding infrastructure in residential neighborhoods a. Some believe that they are contributing to the foreclosure problem and unfair when someone tries to sell their house b. Some believe that they shouldn't be uses 8. Questions about water use for landscaping—Do tree/bushes use more water than sod? a. Reduce landscaping requirements to reduce irrigation needs b. Allow native plants/prairie for landscaping
