Meeting called to order at 5:30 pm.
Anne Lucietto welcomed the group to the third meeting of the Citizen Advisory Committee.
A presentation was given by Jeff Freeman, from Engineering Enterprises, Inc. in regards to Yorkville's
transportation and water systems. A copy of the presentation is included as an attachment to this
summary.
A presentation was given by Ralph Pfister, from Yorkville Bristol Sanitary District, Tom Muth, from Fox
Metro Water Reclamation District, and Deuchler Environmental, Inc. in regards to Yorkville's sanitary
sewer systems. A copy of the presentation is included as an attachment to this summary.
Following the presentations, members then split among four discussion groups to discuss the
presentations to aid in formulating goals and objectives. Those participating in each group were:
Group 1: Tom Lindblom, Art Prochaska, Tom Gilmour, Ralph Pfister, Deborah Horaz, Robyn Sutcliff
(City Council), and Travis Miller (facilitator) Group 2: Don Duffy,Dave Mogle, Jim Ratos, Don
Schwartzkopf, Susan Kritzberg, and Stephanie Boettcher(facilitator) Group 3: Ron Kalina, Fred DuSell,
Jake Cooper, Fran Klaas, and Anna Kurtzman(facilitator) Group 4: Paula Wilkinson, Nancy Wilson,
Megan Andrews, Tom Muth, Richard Scheffrahn, and Charles Wunder (facilitator).
The following is a summary of the discussion (goal formulation) from all four discussion groups.
Infrastructure
Goals: 1) support and encourage water conservation, 2) support alternative means of transportation, 3)
update and improve the transportation network, 4) encourage new development to utilize existing
infrastructure, where appropriate, and 5) develop a green infrastructure program

1. Priority of projects—timing dependent on development timing
2. Beecher Extension would be great to relieve Route 47
3. Need detail for all arterial proposed routes
a. Beecher north of 34

4. Align routes in cooperation with surrounding communities
5. Roads first to lead development or development to lead roads?Ex. 1-88
6. Roads—relationship to land uses can be planned to control sprawl
7. Identify major routes and plan for them to avoid rural routes from becoming major(bring

1. North/South Routes are High Priority—Route 47 &Route 34 are at the Heart of the
County. Need to improve these routes
a. Need to begin initiative between county, state and city to get funding
b. City needs to take responsibility for funding("bull by the horns")
c. Types of funding—sales tax for specific projects to get a portion of the funding as
an incentive for the State to do improvements
2. Increase job base and quality of jobs in the area, so people aren't commuting out of town
to work

4. Alternate means of transportation
a. Paved Bike trials
b. Trail system to link to commercial, retail and recreational land use
5. Focus on"blended"mixed use developments in which can walk/bike to retail,

8. Should reconsideration be given to Countryside extension bridge(did have a higher
cost/benefit ratio in the study)

b. Sugar Grove, IL doing roadway improvements via sales tax inacted by Kane
County
c. Does Kendall County have this ability?

11. Need support for Yorkville in state legislature to aid funding/help if not getting help then
need to find alternative sources

2. Reduction of interior water use decreases amount of water we use and reduces the amount
of waste water that has to be cleaned in our sewage treatment plants.
3. It takes 5 to 7 years to get from the start of planning to actually having an operating
sewage treatment plant(expansion)
4. We need to keep a regional perspective for our water supply
5. We should do planning an take courses of action that maximize our options in the future
6. We shouldn't allow septic tanks and small scale waste water treatment
7. Discussion of SSA and their use in funding infrastructure in residential neighborhoods
a. Some believe that they are contributing to the foreclosure problem and unfair
when someone tries to sell their house
b. Some believe that they shouldn't be uses
8. Questions about water use for landscaping—Do tree/bushes use more water than sod?
a. Reduce landscaping requirements to reduce irrigation needs
b. Allow native plants/prairie for landscaping
