Anne Lucietto welcomed the group to the fourth meeting of the Citizen Advisory Committee. A presentation was given by Bart Olson, Assistant City Administrator, on the Municipal Facilities Plan which was completed in 2005. Dave Mogle and Tom Lindblom, members of the Citizens Advisory Committee, added additional comments to the presentation in regards to community desired Park and Recreation facilities and Bristol Kendall Fire Protection District expansion, respectively. A copy of the presentation is included as an attachment to this summary. Following the presentations, members then split among four discussion groups to discuss the presentations to aid in formulating goals and objectives. Ensure affordable to users Group 2 1. Sharing Facilities a. Cooperation between city and school district i. Example: Fieldhouse ii. Park and Recreation Dept. does use some school facilities, but the cooperation hasn’t always been there between the city and the school district iii. Residents pay taxes for both facilities (city and school) – should be able to jointly use. b. Potential for using privately leased facilities for public uses/events i. If private facility is not leased/used the business would suffer ii. Private facilities would provide better service iii. City able to profit from private facilities through tax dollars iv. Publicly funding facilities (such as the YMCA pool) would add additional competition to the private facilities (i.e. Raging Waves) and could harm business. v. Is Raging Waves Water Park allowing its facility to be used by Park and Recreation for swim classes? vi. Let private party lose money during “down time” not city (such as with an outdoor swim facility/pool) 2. Exchange of land/buildings between public and private parties a. Example – an existing downtown building (privately owned) could be given to the public sector for a municipal building in exchange for land elsewhere 3. A Multi-Use Facility is the most desirable (Best) a. Better than a seasonal facility, since is used all year long b. Financing through private investor donations c. Able to be used by all (young and old) Example – Club 47 4. Financing method – facilities provided by private developers, because of this, the City should have some flexibility in the location. City should not have to purchase land, and despite the facility not being in the “best” location, there is no land purchasing cost to the City, which is the most important. Group 3 1. Need a survey of the community residents to see what community facilities were needed/wanted 2. Fire and Police protection are absolute necessities 3. There is a need for a Senior Center, Youth Center and a Civic Center to serve the general population; however how decide which is more important? 4. Sharing Facilities a. Have facilities which are multifunctional to provide services to different groups of people b. Some community facilities naturally lead to sharing concept i. Examples – schools/park and recreation or library/city hall c. Sharing facilities also involve a time element in which one group uses the facility during the day and others use it during the night 5. Senior Center a. Services available should include: serving meals, exercise facilities, entertainment facilities, general meeting areas, and adult day care. 6. Swimming pool facilities a. Are they desired and/or practical? b. May be too expensive and impractical? c. Should they be provided by a public entity? 7. Parks and Recreation a. Potential for parks and recreation to be a separate entity (park district)? i. Advantages and disadvantages to both set ups b. Should be looked into / studied on best setup for Yorkville 8. Fire Station a. Potential to share with police facility? b. Fire Station serves a 3 mile diameter and equipment costs are approximately $2 million c. Some land development results in land being donated, but it also meant BKFD having to purchase land from the developer for the station. Group 4 1. When will be the conversion from a Fire District to a Fire Department? a. Need to start planning for a Department (staff and facilities) 2. Police Department personnel (number) too low? a. Build for larger than 60,000 population b. Plan for shifts overlapping c. Earmark land now d. Build station on North, based on projected growth with a substation to South e. Police doesn’t need to be centrally located i. Place near major transportation points f. Need facilities north and south – Bridge is too limiting 3. Police NOT in/near residential areas a. When people released need to plan how to get them out of area b. Will we need our own lock-up facility? c. What role will public have in police protection (i.e. gated communities) 4. Recreational Facilities a. Need to be a priority b. Need senior facilities c. Prioritize recreational facilities? d. An aquatic facility is less important than a senior facility 5. Rob Roy Creek a. United City of Yorkville County Seat of Kendall County 800 Game Farm Road Yorkville, Illinois, 60560 Telephone: 630-553-4350 February 21, 2008 Consensus Building - Natural Resources and Infrastructure Goals, Objectives and Action Plans (Raw Meeting Materials) Comprehensive Plan Citizen Advisory Committee NATURAL RESOURCES Goal 1 Objective 1.2 - Concern regarding Water Quality Assessment Program Fox River Study Group is currently assessing the Fox River Watershed to create a model. This objective may be a duplicated effort. The Fox River Study Group is within a 7 year planning/assessment process and is approximately 3 years from completion. Goal 1 – Concern regarding Yorkville’s jurisdiction, or lack thereof, of the Fox River Focus goals on banks/erosion due to jurisdictional issues. Water quality issues due to tributary erosion, Yorkville as a municipality can address. Yorkville can do something about bank erosion to river, but do not have jurisdiction over Fox River. Goal 2 – Concern regarding the intention of the goal What is to be accomplished with this goal? Is this an environmental or building/zoning issue? The goal should be reworded (vague) or potentially incorporated as part of goal 3. The discussion was recalled about this goal and it was remembered that the intent of preserving viewsheds was in regard to the downtown and the topography south of the Fox River. Specifically, that development plans should take topography into account, to address this issue, goal 2 should be kept and have two objectives one specific to the downtown and another to address southern area viewsheds. INFRASTRUCTURE Goal 1 Objective 1.2 – Text Amendment Add recreational facilities and golf courses Goal 1 Objective 1.3 – Text Amendment Remove last 3 words Goal 1 Objective 1.3 – Concern regarding the feasibility of implementation Action plan will be a challenge to implement due to the necessity of a separate water/sewer system. Land application was brought up as an alternative and its feasibility was also challenged. For land application to work, need users, new pumping facilities and piping to convey the grey water, an entity to ensure long-term responsibility of the land, and still need storage onsite for the winter season. Action Plan should identify willing users of grey water for the sanitary district. Goals 3 & 4 – Concern with the Beecher Road Extension & River Crossing Staff needs to evaluate the 2003 Transportation Study to ensure the needs are met and to identify the benefit to taxpayers (if any). Goal 2 – Additional issues to address Produce an additional objective to identify large activity generators and produce multi- modal connections to these facilities, which include public facilities.
