Fire & Police Commission Minutes 2008 06-02-08 Board of Fire and Police Commission Minutes APPROVED June 2, 2008 Meeting called to order at 6:07 p.m. Roll Call: Bob Johnson Margie Putzler Mike Anderson Also Present: Lt. Schwartzkopf Lt. Hart Chief Martin Katie Robbins Previous Meeting Minutes: Commissioner Anderson moved to approve the minutes from May 5,2008 as presented. Commissioner Putzler seconded. Minutes approved. Bills for payment: None Unfinished Business: None Old Business: Backgrounds: The number of current completed backgrounds is sufficient for YPD needs at this time. Chief would like to suspend any further work in this area. There is a consensus of agreement. New Business: Christopher Hayes was sworn in as a Yorkville Police Officer. Discussion of promotional examination materials: The current list expires in September Chief has recommendations and requests about the next process: *He has done research into companies and processes about the promotional process *He wants what is best for the department, officers, sergeants, and the city as well *He feels it would be best for the BFPC to do the selection process in house *They have done a great job—we have had great success—with no negative issues within the police department as opposed to other departments *BFPC has a feel for what we need and what fits for our community *If BFPC doesn't want to do this,he will understand and is willing to go out of house—but would prefer to have BFPC complete the procedure *He still wants to use an outside written test Discussion of this proposal: *Time to do oral interviews *Time to get questions ready *How YPD officers feel about this procedure(fairness, etc.) *No major complaints about procedure last time, general feeling is it is fair *Test itself is not as big an issue as how the officers perceive the test's faimess *Will need to update questions and make changes to the interview *Companies are able to write questions and train commissioners on how to interview and `rate' answers *Every department has their own best fit for procedure *There is general consensus that the BFPC will handle the interviews in house *We will need time to give out materials *We can use a pre-made test,but will want specific department questions *May want to hire someone to sit down with Chief and two Lieutenants to create questions from the YPD policy handbooks *Suggested questions from the association of commissioners *Pick and choose already existing questions *Create scenario questions—situations the candidate can respond to and elaborate on *What are concerns for YPD to deal with *Candidates will need to know what to study and have 60 days to do it *Commission and YPD will both bring possible questions to include in the process Commissioner Anderson moved to go into executive session for the purposes of hiring, firing and discipline of personnel. Commissioner Putzler seconded. Roll call: Chairman Johnson yes Commissioner Putzler yes Commissioner Anderson yes Motion carried. Entered executive session at 6:35 p.m. Exited Executive Session at 6:40 p.m. with no formal action taken. The next meeting is set for Monday, June 23 at 6:30pm. Commissioner Anderson moved to adjourn. Commissioner Putzler seconded. Motion carried. Meeting adjourned at 6:41 p.m.
