The meeting was called to order at 7:05 pm by Anne Lucietto,Yorkville Plan Commission
Chairman. She welcomed all in attendance. Ms. Lucietto announced the next meeting date of
March 20°i at the Yorkville library, and asked the communities in attendance to make certain the
agendas for this meeting are posted She introduced Mile Ward, Coordinator of Local
Government Services for the Illinois Historic Preservation Agency, and Stephenie Todd, Historic
Home Specialist,
Mike Ward stated he coordinates three levels of government, who recognize potential properties
`cultural resources, attempting to preserve them. His agency partners with non-for-profit and
other groups at the federal, state and local levels. One partnering agency is the Park Service.
The(federal) Preservation Act of 1966 created a first time registry of historic places, and a state
historical preservation office, The Act was amended in 1980 to form local agencies.
If passed by a municipality or county, a local Preservation Ordinance should be used in the
overall planning process and address the needs of the community. Local commission formed
would do reviews, exercise the duties thereof, perform inventory surveys, and access a how-to-
process in preserving local landmarks A review of the designated process would be outlined in
the ordinance, including assistance on demolitions, owner notifications, appeals and denials of the
process. An intergovernmental agreement between a city and county is also an option,
A listing of the certified local governments in Illinois is(CLEG) was copied in each packet the
attendees received. These local governments are recognized by the federal government and can
be designated for federal grant monies. Matching grants are 30% from the local government.

Stephenie Todd stated that a Historic Preservation Ordinance regulates the exterior of the
building only Any citizen can begin the process to establish a Historical District.
In Aurora, a present restoration loan program offers 0% interest for 10-15 years,which the seller
repays upon sale of the property. It covers painting, porch and window restoration, tuck pointing,
and de-siding projects Also available is a tax assessment freeze program. giving a single family
an 8-year tax assessment freeze Twenty-five percent of the assessed value must be spend on the
rehab program. The residence must be a historic building or in a historic district.
Ms. Todd said other incentives include a 1)203-K HUD mortgage program; 2) reconversion
incentive program; 3) first time home buyers program; 4)a $5000 grant home program.
Questions were asked regarding a survey, which the commission would designate and Mr. Ward
suggested hiring a professional; 2) determined a"historic"building must be 50 years old; 3)Ms.
Todd suggested to the Minooka delegates that they might start a facade committee; 4)and she
confirmed a water tower could be designated a historic building.
Each plan commission member in attendance could vote three time on potential meeting topics
for upcoming meetings. The votes were tabulated and include:
