The meeting was called to order at 7:00 pm by Anne Lucietto, Yorkville Plan Commission
Chairman. She welcomed all in attendance. Ms. Lucietto announced the next meeting date of
May 15 at the Yorkville library.
Ms. Lucietto introduced the speakers; Richard Scheffrahn, ASCE National Park&Recreation
committee member; Jeff Palmquist, Fox Valley Park District Director of Planning, Development
and Grants; Jason Pettit, Kendall County Forest Preserve; and Angela Zubko, Kendall County
Building and Zoning.
Jason Pettit showed the trail plan throughout Kendall County and described how the alignment
was determined. Jason talked about the trail system along the Fox River as being one of the
primary elements of this plan. He stressed that the trail delineation on the plan was of a
conceptual nature of an ultimate system rather than an exact location of the trails. The system
would be constructed as funds were made available and as easements and properties were
acquired.
Angela Zubko described how the Forest Preserve's trail plan was incorporated into the County's
Comprehensive Plan She then described how when developments were initially discussed if the
Comprehensive Plan showed a trail in the area it could be incorporated in the conceptual planning
before a lot of money had been spent on planning/engineering studies.
The last speaker was Jeff Palmquist of the Fox Valley Park District. Mr. Palmquist represented a
system that was further along in trail system development than the previous speakers. He
suggested that it was a good idea to look at trails as linear parks providing a number of
recreational functions for the users.
After the presentations the attendees were offered the opportunity to ask questions of the
speakers. A representative from Millbrook asked Mr Pettit how the plan balanced property rights
of citizens with Fox Riverfront properties and the desire to have trails along the Fox River and its

tributaries,Mr. Pettit said that the plans did not represent actual trail alignments and that trails did
not necessarily have to run adjacent to the river.
