Don Schwartzkopf Lt. Rich Hart Sue Swithin, Parks & Rec. Tim Evans, Parks & Rec. The meeting was called to order at 6:00pm by Chairwoman Rose Spears. Presentation: None Minutes for Correction/Approval: none New Business: (below item moved forward in agenda) 3. PS 2008-11 Request f or Code Amendment Regarding Liquor License Temporary Permit Sue Swithin and Tim Evans from the Parks & Recreation Department were present to explain their request. Ms. Swithin said they hope to add another element to the 2008 Promenade of the Arts, by offering a wine tasting. An amendment to the Ordinance is needed for temporary licensing for the wineries to be allowed to sell wine samples for the day. Ms. Swithin said her understanding is that this ordinance could be used 3 times in a calendar year. Presently, 4-5 wineries are interested in participating. The wineries would need to apply to City Hall for licensing for that single day and the Parks then issue a permit that the wineries take to the State to receive a special permit. Ms. Swithin said she has had dialogue with the Police Department and was told the Town Square (event location) will need to be secured with a fence with police posted at the entrances. Sealed bottles of wine may be purchased and taken out, however, bottles cannot be recorked after opening and taken out of the secure area by patrons. Vendors can transport recorked bottles in trunks or trailers at the close of the event, according to Page 2 of 2 the Chief of Police. Vendors also must have dram insurance. When all the details are finalized, Ms. Swithin will send a follow-up letter to vendors and copy the Chief as well. This matter will move forward to the March 11th City Council meeting for discussion. 1. PS 2008-09 Police Reports for January 2008 There was a brief discussion of a couple incidents shown on the report. The canine units were also briefly discussed and it was noted that one recently assisted at NIU. The report will move forward to the City Council on the consent agenda. 2. PS 2008-10 Ordinance Regarding Parking Restrictions on Rosenwinkel Street Rosenwinkel St. is the main entrance into Raging Waves waterpark. Joe Wywrot requested "no parking" along this street and also suggested the speed limit should be 35 mph. This matter will move forward to the consent agenda of City Council. Old Business: 1. PS 2008-04 City Liquor Ordinance—Request from St. Joseph Cabinetry Chief Martin had a meeting with the Mayor and representatives of the Cabinetry company. He said the business would be requesting the A-1 section of the license that would cover their requirements. St. Joseph's will tailor their request to be in compliance with the City ordinance. St. Joseph's new plan includes selling small drinks, but the 2 establishments cannot mix. Private parties will be allowed by closing the business and not allowing individual access. Chief Martin said the business was also instructed that bottles cannot be recorked and taken home. Also, alcohol cannot be taken into the cabinet store. No further action was taken at this time.
